RESEARCH SNAPSHOT · 26 OCT 2026

California’s 4% landscape.

A CDP view of every unique project on California’s 2026 four percent applicant and published final lists, connected to the people, costs and capital behind the deal.

i

Read the status labels. Rounds 1 and 2 have published final lists. Some applicants, including JEMCOR, are not on those lists. Round 3 has an applicant list, but no verified final award. Cost and financing fields are application estimates, not final certified costs.

The year at a glance

A quick orientation before you compare the projects.

What’s in this site

The roster includes every project on the 2026 applicant lists: projects on published Round 1 and 2 final lists, Round 3 applicants, and earlier applicants not on a final list. Repeat applications for the same project are connected in one record. Staff reports and individual e-apps add detailed costs and financing where available, with the source type labeled on each project.

03 / DECISIONS FOR CDP

Where CDP should look next

Research leads drawn from this roster. Each needs project level underwriting before CDP uses it as a model.

The key distinction

“No identified public gap” means the published permanent stack does not name an HCD, CalHFA MIP, local, or other clearly public gap source. It does not prove that the project has no soft debt. Seller financing, deferred developer fee, GP loans, and ground lease structures are displayed separately so CDP can see what filled the gap.

PROJECTS TO DISSECT

Four different ways the stack closes

Each example below has no named public gap source in the staff report’s permanent financing table. They still use other financing layers.

WHERE THE GAP COMES FROM

Named public funding sources

These counts describe source names in reconciled staff report capital stacks. They are application estimates, not verified closing proceeds.

04 / SOURCE & METHOD

What this site can prove

Official source trail

Roster and application estimates come from the three 2026 CTCAC/CDLAC applicant workbooks. Final list status, points and tie breakers come from the published Round 1 and 2 final lists. Detailed costs, developers and financing come from individual staff reports or applicant e-apps, as labeled on each record.

Coverage & limits

Deduplication uses normalized project name, city and unit count. The source application numbers stay attached to the merged record. Changed names, phases or unit counts may require manual review. A blank financing field means no verified staff report data here, not that the financing source is absent.
